Venezuela is a member of both the Non-Aligned Movement (NAM) and the Global South Movement. Museveni, who currently chairs NAM, a bloc that comprises nearly two-thirds of United Nations member states, mostly from the Global South, said his government was still studying the incident. "You can see the gaps which I am telling you about. Because the Americans are operating from four dimensions. They are operating from the sea. They can come in air and space. Now, they are trying to come on land, which is, of course, risky for the Americans," he said.

He stated that Africans need to urgently rethink continental unity, strategic security, and a collective defence plan. Museveni cautioned that while global powers may dominate in the air, sea, and space, they would face stiff resistance if they attempted similar actions on land. "Americans’ actions in Venezuela are still unclear; we have yet to learn what is really happening. Although the Americans are powerful in the air, and navy,but if they come within close range on land, we can defeat them," he stated. The Ugandan leader was responding to a question from Marcella Karekye, the director of the Government Citizen Interaction Centre at State House, on what lessons Uganda and Africa should draw from the US operation in Venezuela.
